Your Excellency Mr President Mahmoud Abbas here represented by his Excellency Prime Minister Dr. Al-Hamdallah, Your Excellency Minister Abu Zaid, Dear Mr Piper- United Nations Assistant Secretary General, dear Mr. Alter- director of public governance at OECD, Professor Bouckaert- IIAS President, Doctor Benshams – MENAPAR President here represented by Doctor Sahraoui – IIAS-IASIA Director General and rapporteur general for the conference, Mr. Al Aker – Executive Manager of Palestinian Telecommunication company, Professor Ryan – IASIA rapporteur, and Professor Qarmout – MENAPAR rapporteur,

Compliments to authorities and participants,

It is my great honor to address to all of you some words of much contentment for being here, in Ramallah, to open the 2017 joint conference of the International Association of Schools and Institutes of Administration (IASIA) and the Middle East and North Africa Public Administration Research Network (MENAPAR), conference organized in cooperation with the General Personnel Council.

The manifested interest and generous invitation of the Palestinian Government had warm reception by our former Board of Management as well as by the current IASIA renewed Board. So, IASIA was double convinced of being installed today exactly where it must be: the historical Palestine. We are here where people made it clear that they need and want us because they deeply share with us the values associated with the sustained improvement of government and public administration.

IASIA is the academic branch of the IIAS, but it does not refuse to itself the duties to face sensible themes such as the one that was chosen for this particular event:
“Public administration’s role in building and consolidating post-conflict states”.
We understand that sharing knowledge development and dissemination is an important tool to build peace and strengthen the state through the improvement of public administration. In this way, we may serve responsible leaderships, such as the one brilliantly exercised by HE President Mahmoud Abbas, his body of Ministers, such as the gentle host Minister Abu Zaid, and all the dedicated Palestine’s government officials.

We live in a complex world, which requires of us multi-focal prospective approaches to confronting new challenges with innovative knowledges, attitudes, behaviors and skills as well as to face the still unsolved problems of our here and now specific realities. We need to know how to deal with the new digital technologies of information and communication, social-economic indicators and evidence-based decision making, as well as to improve leadership capacity, alternative public service delivery systems, diversity inclusion and accommodation of many times distinct society interests.

The IASIA-MENAPAR Conference is the appropriate platform to promote the discussion of all these themes throughout its working groups, best practice sessions, parallel special sessions, and the much-expected Host Country Panel.
Certainly, the richness of this Conference as well as of some of IASIA very special programs and projects, is owed to very important partners, namely MENAPAR here represented by Sofiane Sahraoui, the OECD by Rolf Alter and the UN by Robert Piper. Organically tied to IIAS, I must also thank the invaluable contributions of the president Geert Bouckaert and of the general director Sofiane Sahraoui who is also playing the fundamental role of this Conference, the general rapporteur.
Special thanks go to the many participants who came from distant places; to all the speakers, contributors, organizers and promoters; and last, but not the least, to the brave Palestinian people who warmly host us.
We hope that the good energies emanating from this Holly Land allow us to complete this wonderful and inspiring journey with success.

OECD-IOM-UNDESA International Forum on Migration Statistics 15-16 January 2018, Paris

Call for papers & parallel sessions

The International Forum on Migration Statistics (IFMS-2018)

The IFMS-2018 aims to mobilise expertise from a wide range of disciplines – such as statistics, economics, demography, sociology, geospatial science, and information technology – that can contribute to improve global understanding of the migration phenomenon. It will explore innovative ways to measure population mobility and generate timely statistics and aims to create synergies between different actors and perspectives, with representatives from ‘origin’, ‘transit’ and ‘host’ countries of migrants. The Forum will also provide a unique opportunity for policy-makers to get in direct contact with migration data experts and to use their expertise to feed policy evaluations and identify best policy options.

The Forum will be organized around the following five themes: (i) Migration measurement (concepts, definitions, disaggregation by migratory status, etc), (ii) Innovation and synthesis of data sources (new sources and approaches to migration data collection, the needs for real-time data, etc.), (iii) Understanding migration through data (gap in migration statistics, data to address policy concern, etc, (iv) Cooperation and data governance (e.g. stakeholder coordination, data sharing/exchange, etc), and (v) Capacity building (e.g. strategies to enhance institutional capacity, data literacy, use of statistics, etc).

Specific topics and applications could include inter alia (i) global, regional or national monitoring of migration flows and stocks, (ii) identification of migrants’ characteristics or behaviours, (iii) analysis of public opinion on migration, (iv) evaluation of the economic and social impact of migration and remittances in origin, transit or destination countries, (iv) the measurement of integration and well-being outcomes of immigrants and their children or (v) measurement of SDG indicators related to migration and migrants and contribution to the Global Compact on Migration.

During its 16th session, held on 24-28 April 2017, the United Nations Committee of Experts on Public Administration (UN CEPA) emphasized the critical role of governments and public institutions for implementing the Sustainable Development Goals (SDGs).

Its final report underscores the importance of

  • leadership;
  • people’s trust in government, to be strengthened by fighting corruption, ensuring a merit-based civil service, and showing the impact of public service on citizens’ life;
  • strong local governments, with responsibilities and commensurate resources and capacities;
  • mobilizing civil servants for the SDGs.

It further recognized that context-specific improvements may be needed and is developing principles of effective governance for the SDGs to take stock thereof.

As a NGO with general consultative status vis-à-vis the UN Economic and Social Council, the IIAS is contributing to the UN CEPA and the SDGs. In its statement submitted to the 16th UN CEPA session, it reported the main lessons learned at the 2016 IIAS-IASIA Joint Congress, held in Chengdu, China on 20-23 September on the theme of “Building Capacities for Sustainable Governance”:

  • the SDGs show the way to the humanity;
  • governance is an enabler of all SDGs;
  • implementing the SDGs will require a paradigm shift towards sustainable governance, involving interdisciplinarity, multi-level governance and participative governance;
  • factors enabling sustainable governance include: complex and systemic thinking, committed and enabling leadership, innovation and experimentation and trust;
  • local governments are best positioned to realize sustainable governance;
  • barriers to sustainable governance need to be overcome

The Centre National de la Fonction Publique Territoriale (CNFPT) and the International Association of Schools and Institutes of Administration (IASIA) are organizing a seminar on “Territorial reforms and the training of local elected officials and local public servants in Europe” on 19 and 20 June in Strasbourg.

This seminar, on 19 and 20 June 2017, will focus on the following two themes:

  • “Territorial reforms in Europe: creating a barometer to monitor developments”;
  • “Training of territorial officials and local elected representatives in Europe: comparative analysis”.

It will host, principally, directors of schools and public service institutes as well as heads of university courses in public administration.

The preliminary program of this seminar consists of the following sequences:

  • a debate on an inventory of community levels and strata in Europe and the institutional reforms of horizontal and vertical simplifications undertaken since 2008, based on recent studies conducted. We will then draw the basis for a draft barometer of local institutional reforms in Europe;
  • the preliminary presentation of a comparative analysis carried out by the CNFPT with OLA and CEMR on the training schemes for local elected officials and local public servants in European countries;
  • an exchange of views on a draft “Charter of European Schools and Institutes for Public Administration Training on the Values, Principles and Responsibilities of Public Officials”, which would incorporate the principles and values ​​of the Council..

2017 IASIA-MENAPAR Conference

Honorable Vice Minister Zhang, Honorable Vice-President of the CAG Mr. Chen,

The IASIA Board of Management has just elected me for president of IASIA, which by essence is the academic branch of IIAS and a participative unit of its large and developing family, concerning the regional projections.

My thanks go to each one of the Board members and the institutions you represent for your trust.

I would also like to manifest how happy and grateful I am having the opportunity to deliver this short inaugural speech as IASIA president, here in Chengdu, China addressing our Honorable Hosts, Organizers and Participants of this historical and remarkable IIAS-IASIA 2016 joint Congress. Historical for being hold in an emblematic moment of China, well represented by Chengdu and which illustrates the best both, the rich heritage of a great civilization to the world and the special times of significant change and development that China is successfully going through.
Remarkable for sharing relevant knowledge on a crucial theme, which is well-illustrated by the recent efforts to moving forward economic, social and administrative reform in China.

I am profoundly conscious that IASIA presidency is a challenging position requiring responsiveness and accountability towards the IASIA Board and members. I will perform my functions giving my best, rigorously serving our noble institution’s statutory mission, objectives and rules. Your trust and expectations as well as your active collaboration, including your criticism, will be my best inspiration to serve our common contribution to PA education and practice all over the world. I would like to say sincerely that I have learned much from my previous IASIA experiences and interpersonal contacts but I must also confess that I have taken special lessons and advise from fantastic practitioners of institution building and organizational politics such as Allan Rosenbaum, Geert Bouckaert, Rolet Loretan and Carlos Ivan Simonsen Leal, all of them somewhat and in some way culpable for and guilty of my candidacy.
When I have communicated to the BOM, during our last meeting, my intention to make my name available to candidacy, I have also expressed my admiration for Michiel de Vries’s academic and managerial presidential contributions to IASIA. It is necessary to reiterate that I see my future endeavor, in many instances, although constrained by my own limitations, as an extension of de Vries outstanding work. Perhaps adopting a softer Carioca Brazilian style and without begging for breaks to go for a smoke.

My priorities will be:

  1. To explore the potential synergies among the IIAS, the IASIA and the Regional Groups of the IIAS;
  2. To improve our academic performance concerning the design and action of our conferences and working groups, as well as pushing, even more, publications;
  3. To grow institutional membership and strategic partnerships;
  4. To move forward our Accreditation capacities and results;
  5. To improve our commitment in terms of planning, monitoring, evaluating and financing our activities.

To do so I will count from now on our Board of Management’s active support, on the much dear Brussel’s Staff and on the direct collaboration of three functional Vice-presidents, very well known by their strong commitment with our institution, namely: PS Reddy for the Programme, Meredith Newman for Regional and International Cooperation, and Jurac Nemec for publications.
So, too much for a Closing Ceremony, certainly one of the most successful and exciting ever. Thank you for your trust.
