We have the pleasure to relay the following report “Can the skill-based approach change the future of the Lebanese civil service?“
This report proposes a reading of the evaluation of the training program “Meetings of senior executives of the civil service” offered to senior Lebanese officials from 2010 to 2015. This program was jointly organised by the Institut des Finances Basil Fuleihan (IdF) and the Ecole Nationale d’Administration – France (ENA-France), in collaboration with the Institut Français du Liban (IFL) and the groupe Fransabank (GFB). The objective was to support senior civil servants in their professional career and to encourage them to respond to national emergencies while installing a reformist culture that promotes efficiency, transparency, cross-sector collaboration and quality of service. More than ever, these leaders are facing the various challenges of a managerial, administrative and financial nature that hamper the operational functioning of the State services and hinder the effectiveness of its actions.
