This award honors a distinguished international scholar or practitioner to pay tribute to his/her significant contribution to public administration and to the advancement of public policy in the world. The eligible candidates must meet the following criteria: (1) contribute significantly to public administration as a scholar and/or practitioner, and (2) be recommended or sponsored by an individual or institution that is in some demonstrable way affiliated with IASIA.
